I read a paper that mentioned air drying have significant effect if you want to measure organic matter. Even it can multiply organic content till 10x times compare to soil field moisture
Proper test to pH and EC for soil sample ratio is 1:2 (soil:water). 1 part soil to 2 part of distilled or DI water. But you need to note that measurement is measured by volume not by weight.
