He means that you have to pay for delivery charges even if you do not use electricity. It is a bit like paying for roads even if you do not drive on all of them. My charge I think is about $50 so if I used no electricity then that is the amount I still have to pay. Normally, on average it is $200 for my 2 story home 5 rooms in Houston TX.
This is likely because they never switched providers to a company that offers a solar friendly solution, one of the other potential problems is the batter could be set to self consumption/ off grid mode so when the battery is full the panels aren’t exporting electricity.
