I would do mode 2. You only want the light on when your in teh shed, however, you have to keep moving to keep it on. so you may want to use the remote to switch it to on all the time until you leave the shed.

Can I just turn light on and off as needed by remote?

Hi, as far as i know there is no syncing setup, my remote worked right out of the box. Be sure your using good batteries in teh remote (one of mine was weak the first time and nothing worked). I replaced them all with new ones and it worked. Be sure your base is fully charged as well by the solar pannels. The base should be ON in order for it to work with the remote. If you leave it OFF the remote cannot communicate with the base.

I'd send it back, sounds like it's not working at all, or the self charging solar batteries are bad.
