More expansion on this thing I lovingly call authority. So, in certain cases, planets can choose to 'freeze' or put their authority on 'pause' to allow their own authority to decay.
But more background information first. Authority is granted with seniority, but depending on the amount of contribution a planet offers to their Star System, their authority may or may not decay with misuse or disuse. Certain first planets, due to their inability to aid their Star System in any meaningful way, may find their authority decay to allow another planet to overthrow and therefore succeed their position in terms of authority.
You may wonder: So what is this 'freeze' of authority?
Essentially, any planet can selectively choose to lower their responsibilities by not contributing to their own Star Systems, resulting in the automatic loss of authority over the course of Celestial Centuries (A time unit that would be expanded upon in Neptune's arc).
How does this apply to the Solar System in the Sentience AU?
Saturn is referred to as the heir. Essentially, Caelus and Terra (If you have watched the video, you should know this by now) were actively decaying their authority by pushing Saturn to the forefront in a rather interesting attempt to make Saturn the face of the Solar System.
Caelus and Terra planned for Saturn to take over their Authority so that the Solar System would be more 'normal', like every other Star System that would have Gas Giants as their first and strongest planets. This would make the Solar System seem more 'natural' and less of a 'threat', so that the past of the Solar System could be ignored and pushed back, as planets are as prone to ignoring the truth like us humans.
Unfortunately, Brutus (The gl2mv) happened. So now every plan's derailed, and Terra, who was never the strategist, is now forced to reconcile with what has happened.
