to be serious, i think that in the future there WILL NOT be any glowing tanks or weapons or armor, namely because being easy to spot and kill is plain stupid. in the future camouflage will still be used and nobody will have glowing body armor either.
Well yes but by then there may be a glowing material the can turn a vehicle invisible for a little like a cloaking device, but only for a short or it only works when they're just flying and not shooting at enemies, idk just a guess

Even if they were the same country, ideals change over time. If you brought modern Japan to pre-WWII Japan, past Japan would be horrified at everything they've done and thus, war ensues. Or at least some level of conflict.
