well, it actually is. but the culture has some rules in it. and the real writers follow some etiquette, so while it's convinced as a crime, it still could remain humanity in the arts by following those rules. those are, for instance, not drawing on the private buildings, on the memorials, etc. you can really look up for them yourself
Looks like he's applying a millimeters thin layer of pigment to a surface to change the way light reflects off of it. Definitely good for the surface's longevity.
