And to be perfectly fair, when commercial crew contracts were awarded, SpaceX had already built and launched a fresh new design for an ISS dockable capsule and already had plans to make it crew ready regardless of NASA funding. This has to be what they are discussing. Do they trust Starliners thrusters and maneuvering systems enough to put a manned crew inside it for re-entry? I think no matter what happens, Starliner is done. This will be its last flight. Boeing is seeing increasing bi-partisan disdain on Capital Hill. I can almost guarantee that they will be debating cutting further Starliner funding. And Boeing wants to see the back end of it. It was a fixed price contract that they are upside down on. They’ve already burned through what they were paid. But need to complete the contract on their dime or face massive penalties. Remember Boeing got 2-3x what SpaceX got from Dragon. If Starliner comes home empty Boeing almost certainly gets hit with huge contract penalties as NASA washes its hands of the thing. If the 2 doomed souls somehow make it back to earth they can at least claim enough success to avoid any contract penalties when it gets cut for budget reasons. And let’s not forget, they need to qualify it on a new Rocket System regardless. Because Boeing used Russian Engines.

Same mentality that NASA had that led to the Challenger disaster. They had data that should the O-Rings were not validated for performance at the existing launch temperatures. To learn. That is also how spaceX is doing thing. They try and improve instead of building a "perfect" version on the first go. While "try, learn, improve, repeat" is not the usual way of boeing/NASA of doing things, I assume it is not the first time they use sub-nominal situation to learn. And NASA need at least 2 differents vehicules to service the space station. If a major flaw is found in a design (like we saw on the space shuttle), they can't afford to be without a launch vehicule. Having 2 or more design is the way to go. Finaly, while I am not that good at reading feelings, I sense a lot of hostility against Boeing in the comments. I am also a SpaceX fan, but a successfull Starliner diminish in nothing the incredible accomplishments of SpaceX.

Boeing is bullshitting. Being a rocket scientist myself, I can assure you they know the root cause. But fixing it would require firing people fairly high up the hierarchy, and companies like Boeing almost never do that. They need time to concoct a semi-convincing cover story. Fact is, a human-rated capsule has a design process 10 times more anal than an airliner's, with traceability of decisions and actions all the way down to single lines of code or individual screws. Boeing would rather protect a few employees who don't deserve their jobs, than do the right thing... because Boeing execs set the rules and they are exactly the kind of person who would need to get fired. FFS even an upstart like Musk managed to make a reliable space capsule while fighting flame wars on social networks. I'd say it's not rocket science except of course it is, but you get what I'm saying.
