Here is the long answer: Did Super Sonic copy Super Saiyan? Short answer: kind of? Long answer: Super Sonic debuted in Sonic 2, which was released in Novemer 1992. “Life or Death,” the manga chapter Super Saiyan debuted in, was released in March 1991. So, it'd be easy to say that this was the case. However, it's a little bit more complicated than that. See, Sonic 2 was being developed by Sega USA, but was directed by the folks over at Sega Japan. Since there had to be coordination between the two teams and the internet had only just become publicly available in November 1991, this heavily increased production time. According to the available development information about Sonic 2, Super Sonic was concieved during the production of Sonic 1 as a reward for going through the trouble of collecting every Chaos Emerald throughout the game, but was cut due to time and budget constraints. Now, looking through the timeline of development, Sonic 1 began as a tech demo finished in June 1990. This tech demo was created as a test not only of the potential gameplay of a Sonic game, but also as a test of Sonic's viability as a mascot. Sonic was specifically designed to be a mascot for Sega, but he obviously wouldn't make the cut if they couldn't make a popular game using him. The tech demo was well-recieved, so development for Sonic 1 was greenlit. So, with the concept of Super Sonic being planned during the beginning stages of Sonic 1, which was in the early stages of design by July or August of 1990, the idea of Super Sonic was concieved before Super Saiyan debuted in March 1991. However, it didn't make it past the initial planning phase. This brings us to the development of Super Sonic for Sonic 2. You see, Yuji Naka, the creator of Sonic and lead director of Sonic 1 and 2, was a huge fan of Dragonball. So, with the hype surrounding the concept of a Super Saiyan being at an all-time high by the time Sonic 2 began development it's no secret that Super Sonic takes some… heavy inspiration from Super Saiyan. The visual design of Super Sonic was certainly a homage to Dragonball by Yuji Naka. So we're left with a strange grey area where the concept of Super Sonic was created independently from the Super Saiyan transformation, but the design was a direct reference to it. So the idea that Super Sonic “copied” Super Saiyan isn't incorrect, but it's also not entirely accurate. TL;DR Super Sonic was concieved before Super Saiyan, but was designed after it.

Not long after goku transformed, yuji decided to take that look and give it to sonic. He even made him stronger than fuckin ssj3 that bitch. Literally the entirety of sonic is an exact copy of db. It’s basically dbz in an alternate universe where the characters are hedgehogs and these other weird ass animals.
