No. It's hacking. Mods tend to be add-ons to a game. Hacks tend to have to go deep into the code to even do anything. Thankfully there are programs to help with this.

Something that has been called Rom Hacking for literally years isn't going to sudden change, Also you seem to not get that hacking can mean more then just what you posted and is FAR more then just "hacking into a thing to steal something". Since we are throwing quotes around. "A hacker is one who enjoys the intellectual challenge of creatively overcoming and circumventing limitations of programming systems and who tries to extend their capabilities." Also stop just assuming people are wrong cause "you think" you know something, it gets you banned real quick. :P
Oki Games Usually, when they replace code (what they usually have to do to modify console games, especially older console games) it's considered hacking, but when they add code to what already exists (what is usually done to PC games) it's called modding.
