You might be interested to know that all of these alternate paths were in the GameCube prototype version of the game as Team Rose's intended path ways with spings, dash panels, and platforms to help reach them. So, as to why they were changed is a mystery. Although I will say the power plant location that you ended at wasn't the actual original goal ring location the level actually continued further for Team rose and would be at the end of power plants genorator where you would disable the batteries to disable an electric gate allowing you to get the goal. However, it seems they erased that part of the level for some reason despite it being in the GameCube prototype that was made 2 months before release. I guess they went rework happy when they were changing the Chaotix Team's level design from Sonic's to unique and in there sleep deprived state decided to shorten the length of the easiest team in the game's level design 😅

So power plant was meant to go on for a bit longer but possibly got shortened late into production

I don't get it. Some of the goal rings and stuff work as intended, so why didn't they just give us the full level? The whole level is there and it's like they said "Here's SOME of it. Enjoy just THIS part."
