Well If You Play with the Sonic and Tails Team Player 2 Can Control Tails and I haven't Tested it But Player 2 Can Probably Control Knuckles if You have & Knuckles Mode And Turn it On Or Could control the Second Party Member in Encore Mode
It's actually not online at all. It's supposed to be local multiplayer only, but the PS4 has this thing called "Share Play" that lets you stream the game to a friend online and you can play together. So, as a roundabout way to answer your question, yes, this can be played with another player using a second controller, and that's the intended method.
I'm not sure what you mean. You load up PS4's Share Play with another person, do I think "Share Controller with Visitor" and then select "Play Together." One person will be the first controller, and the other will be the second controller. You need a Playstation Plus subscription for this, I think.

My daughter has sonic mania plus and when playing 2 player competition the 1st 2 levels are open but others are not and both levels have been completed numerous times but does not open up level 3 plus. He also jumps like a kangaroo. To defeat him, you must stomp him five times. Three stomps and Kamil the Camel will turn into a light brown ambulance.
