That ice is called chewblet ice. It is a very expensive ice maker machine that gets bought up extremely fast if one even comes up on restaurant auctions. New could be like $15k. GE Profile Opal ice maker for home comes close but they are like $700

wow!!! Ocean water slush from Sonic was my go to way back in the day. I use to order a hickory burger, with tots, and an Ocean water slush. I think sonic is good in a small town where there is not much competition, but in major metro areas, it would seem that Sonic struggles with consistency .
