Top Tip - If you keep on hitting the saw with the palm of your hand you will end up with the shakes or numb hands as all the nerves run just under the skin there. Use the side of a clenched fist, you can hit just as hard. :)

Got the same problem on another job right now. Three houses wired and partly 2nd fix by company now in administration. They were NIC approved same as me, but NIC will not allow us to sign off nor honour the NIC platinum promise as the project was never completed.. I’ve had to issue a EICR on works completed by others. Build control office are having to sign the build regs part. Any works we complete we also certify separately and part P on the bits we do. Basically costing the client more money even thought they paid for the works which hadn’t be finished.

Third party sign off in my opinion is when old crappy unregistered sparky who has no qualifications and is cheap as chips for builders to use to wire up all their jobs calls you to post a certificate for a job you never visited. I have seen this many times. Signing off responsibly is perfectly fine and if you have been to the site and fully tested inspected and finished the work which was left it’s all good.

i pretty much share this exact opinion. Half the problem is that sparks sign off other people work without actually testing a thing which is where the problems start.

@@thomasnagy You've delving into the world of the thick and the Grey with 3rd party & competence. Personally I wouldn't certify others work Gas or Electric. I've seen the standards of workmanship out there. If you overlook something. Be it in you're head. You're walking into a site where there already exposed live wiring. A competent person, infact a person with little sense. Would know leaving that is unacceptable. A job you quote for can lead to a whole can of worms unleashing on site. Best of Luck Thomas 😜

In this situation I recommend to customers to contact their local authority/building control and ask what their process is to have this signed off. In Haringey they ask for a Satisfactory EICR and will then issue the Part P notifications for the customer.

Noted that the NICEIC stuff reads: “Almost 80% of our (NICEIC) contractors backed our decision to not operate a Third Party scheme as it undermined much of their work.” So basically it’s protectionism that make the certification of third party rectification work more difficult than it was supposed to be under the 2013 changes to the Building Regulations.

I did my sparky apprenticeship back in 87-90.Then did a few years on the tools... Watching your videos takes me back. So glad I don't have to do that anymore... Keep up the great work. And yup, still do the side cutter trick on T+E.

Isn't the context that if you JUST sign off someone else's work then that's not correct or to be encouraged. But if you start with someone else's work, even to the point of just doing the final testing then it becomes your work because you have done the testing. Granted that you haven't seen the cables run and clipped, etc. but that isn't the issue. They do not expect you to rip everything out and redo all of the work just to be able to sign off. It's to stop just signing off others work without ANY input at all (specifically testing).

If anything goes belly up. Ultimately it's yourself which has certified the work. So you'll be accountable as the competentant person. 3rd party Electrics is a whole different ballgame it's so grey even within regs. Almost everything becomes debatable. If everything was tested in accordance with regs. A hell of a lot of it would fail. This industry's getting worse. I'm seeing more and more work which imho is a fail. These are being certed by competent registered electricians, jesus H Christ.

Another amazing video Tom. Love the part about signing off 3rd party works. For me I personally offer my customer an EICR on the already installed works fail it for any parts that are not compliant. Then finish the works properly myself giving a satisfactory EICR and giving a EI one signature certificate for the works I have carried out to make it compliant normally under additions or changing of existing wiring. This makes the job more safer, practical so as to not destroy someone's house and affordable for the customer. That's my preference anyways 👍

When you do RCD and Ring testing aren't you signing off for 3rd party work?

Not really. In that situation you are certifying that the testing has been performed to an accepted standard. That doesn't change the RCD manufacturers responsibility to supply a compliant product or the original installers responsibility to carry out their work in a safe and professional manner.

I am not over yonder, but i see Tyler Freeman's point, checked OK today soap/chlorine water infiltration corrodes a joint tomorrow and causes in wall arcing and fire.. who gets the shaft? you've tested and gave the OK to large rings of third party unknown work. the person whom touched it last always gets the blame, good reason to always have it on video and more....

It could be argued that every EICR is signing off third party work. With regard to the positions of cables etc in the highway the NJUG document is only a recommendation. Utility companies put there stuff in these days at whatever depth and position they can. Lots of stuff these days goes in shallow so be careful. Also if you are placing apparatus in the highway like an earth rod you need a licence to do so. Not beyond the realms of possibility that a resurfacing contractor comes along and takes out or disconnects the earth rod.

No it can't, because an EICR is just a report, it's not a certificate and therefore you're not 'signing' anything off. You're giving an opinion on an existing installation to which you can apply limitations.

Have this situation a lot Tom I’m also niceic ? Example. Had a customer just a couple of weeks ago converting a garage into a dwelling,new wiring poking out everywhere the client informs me my friend wired it who is an electrician but not registered,I then go onto tell him I can’t go near it ‘sorry’ ? But the shore fact is you can guarantee there is always someone willing to finish the work,sign it off thus I loose business ? I believe so long as you can determine the wiring is safe and fit for purpose finish the job because every time your turning this work down it can be detrimental to your company in the long run

I took off an old fuseboard to replace for up to date one was a bit more involved than i thought, ended up ringing a few sparks none of them wanted to know asthey said its been touched ended up gettin a retired sparky to do it :/.

I agree it's bull, on major sites all the containment is run in by some one, the cabling by others second fix by another and testing by some body else. Then it's signed off by an engineer in the office and the AP for the company.

IMO the "no certifying 3rd party work" rule is about reducing the unknowns of a given job. If the job gives you any reason to be able to say "I don't know" to the question "is all the work up to code?", then it needs to be either re-done or stuff needs to be taken apart to the point that you can see what you need to see, and in that case you might as well just re-do it anyways. If you're certifying 3rd party work, you are taking on the responsibility for any and everything that could be wrong with it, and the most straightforward way to know that it's all done right is to do it yourself, that is, unless you took over at the point where you could still see every inch of the wiring. Otherwise there could be some spot in there where someone just twisted the wires together and covered it in a mess of electrical tape, and if "they did a good enough job doing it wrong", there might not be an easy way to tell that anything's wrong simply thru electrical tests. The simplest way to write a rule to eliminate that possibility is to say "you can't certify 3rd party work", so that's what they did.

Signing off someone else's work is no problem as long as you are happy to assume full "legal" responsibility for it, as if it was your own work.

Not an electrician, but that's how I've heard it works in the US. You sign off on it, it's "yours" as far as the law is concerned. In other words if anything bad happens, and you signed off on it, it's on your head. Not just Electricians either. Works that way with most trades. This generates some complaints from homeowners because of the old "It was working fine before you came, now you say it all has to be torn out and re-done for HOW MUCH!?!" and I get that. However, especially with electrical and plumbing if it's not right it's just not right, working or not. Heck if an electrician took one look at my house breaker panel they'd want the whole thing torn out and upgraded because it's overloaded (by that I mean if every circuit was to draw rated amps at the same time the panel would overheat and likely catch fire), AND it has no main breaker so it fails the "must use less than 6 operations to cut all power" rule too. I keep telling my parents to get that fixed, but we just don't have the funds for it at the moment. We also have a nusance trip issue where if the microwave and the clothes washer are on at the same time it trips a 15a breaker (same circuit because both outlets share a wall and that's how it was when the house was built or last re-wired, house was built in the late '70s I think). At least we don't have any knob-and-tube wiring in the house. That's about as bad as finding VIR cable, or aluminum wiring that was used for a short time in the 60's to 70's when copper prices spiked. Stuff just has to be replaced, it's a fire risk. Yes, technically all three of those things are still allowed if you don't disturb them, but IMO their very existence is reason enough for replacement.

@@matthewdale956 It's what you don't see or can't see that's the problem, once the all the second fixing has been done, the third party comes to sign it off, he has no idea where the cables have been run, if they with the prescribed zones, if they've been damaged during installation, if juction boxes have been spurrsd and plastered over etc etc

@@44R0Ndin USA is slightly different in that work is carried out 'To Code' and the Electrician doesn't have the leeway that UK or European sparky does to make deviations based on the situation, working knowledge of electrical systems and intended use. Over here, if I chose, I could, after doing the design calcs, install smaller sizes of cable than the regs specify if I am prepared to stand up and justify them in a court of law. In the USA if you did that it would be deemed a Code Violation and you'd be there changing it all at your expense so it meets the code.

Here if wiring was started or even finished by someone, it can be written off for inspection so long as it's easy to see. Aka walls tore down to the studs or trenches showing the wiring and the receptacle caps not in place to show wiring within the box. If the wiring isn't easily seen (unless fished through old construction), or doesn't make sense to the person inspecting it, it will fail the inspection. If the wiring has been covered up by new construction, aka cabinets or drywall has been installed, the new construction has to come out otherwise it will fail inspection unless wavered by a contractor under certain circumstances. That's this state at least, it varies depending on the state.

I class 3rd party signing off as a job which is completed by a sparkie which is left working and then they haven't left any certificates, which you are then being asked to certify but you havent worked or seen the job before..... in my eyes the NICEIC are sort of right because who would want to take the legal responsibility of a job which you haven't done or seen during install. I think all we can do is to do a EICR and pass it that way instead of doing an electrical installation certificate which is the risk.

Technically speaking anything other than a new build is ultimately signing off a third party install, the 3 phases should be separated first and second fix should be completed by a competent person testing and inspection should be carried out by a qualified person.

Tom, there's 2 ways around this to cover yourself. If the job was finished but no EIC, you can sign it off with an EICR and PART P it, yes an EICR, it's for unusual circumstances like if the contractor fucked off at the end or bankrupt or ill or ran away with the clients Mrs. However, the extent needs to be beyond the scope of your standard EICR, as in you need to see the cable runs etc. If it isn't finished then you can do an EICR (if you can see cable runs etc then that's a bonus), then certify the remedials with an EIC. There may be a third option but not sure as I read this during the 17th edition where you can finish someones work then PART P it with an EICR.

Not signing off 3rd party work relates to work already completed. If you work on existing, finished or otherwise you complete MWC or EIC as appropriate and notify for part P as necessary. Simples!

If not for all your branded gear you could go NAPIT tbh. In this instance, you didn't run the cables and most NIC sparks I have spoken too won't sign off wiring they didn't fit / cannot inspect. I'm qualified as an improver but actually agree this reasoning is fair so don't tend to argue the point where you cannot see the installation.

You cannot sign off a typical 'electrical installation' certificate BUT you can sign off a Electrical Condition report which in some sense does cover the main safety tests/standards to meet.

No, installation work needs to be initially verified by means of an EIC/MEIC. An EICR doesn't sign off any new works.

People who make the rules don't live in the real world. However as electricians we do - and as electricians we use our knowledge and experience to form a professional opinion. You can quickly get a "feel" for the workmanship of the partially completed work before any test equipment is applied - and therefore make a sensible choice whether to carry on or walk away. I view 3rd party certification as going in to test an installation you have had no input to.

If it's third party work I will tell client I am unable tp certify it but I will issue an EICR and any remedial work I will issue a certificate to cover my work. Local building control have also accepted EICR in the absence of an Electrical Installation Certificate from absentee sparks.

Northy 32 Fully agree - I endorse the view that to sign off you need to have had a full view of first fix arrangements and if necessary do end to end on any hidden cables. However I am not a domestic electrician so what the hell do I know.😂

Napit do not allow 3rd party sign off, unless you register and shell out for their additional scheme. Stroma is the other body that run such a scheme.

Trouble is you don’t know how they have run cables are they in the zones is there joints in walls underfloors so you take on jobs but sign off your work and put limitations on the rest

6:00 This is a really interesting point which actually probably leaves people in danger. I think what they are trying to do is suggest all work should be carried out and undertaken by the person who will test and sign off, however, this just is not going to happen in so many cases. I think the NICEIC need to think about this one if they have not already (appreciate this video is 11months old). Or are they suggesting that you need to inspect EVERYTHING, does that mean tearing down a wall to ensure first fix is OK too? Often first fix is thrown in by non-electricians, it is just cable running but lets face it, even cable running can be done incorrectly. What about adding to an existing build where existing wiring is retained or modified or added to, are you only meant to sign off your bit, that is great for the spark because they can say OK my bit is fine, but the old stuff, well, good luck there!

The glass cleaner you're using can be bought for £25 for 5 litres on ebay, might save you a few quid over the £7 for half a litre with your clean everything with it approach!

If you install the sockets, test and certificate the sockets you installed. The cables were installed by someone else so you don’t make yourself responsible for that on the certificate.

Any NICEIC/ELECSA registered contractor can correct, complete and certify such work with an appropriate Electrical Installation Certificate and, where necessary Part P notification - without breaching Third Party certification rule. Third Party relates to the signing off of a completed installation which you have not designed, installed or tested.

I use a cordless DeWalt multi tool for cutting out sockets, dead handy.

I know its been done before, and many times over. But I would like to see your opinion on the gear an apprentice will need from the duration from day one to the time they become a journeyman. I'm an electrical student at a college in a pre-apprentice program. But I want to start getting gear early on so I'm prepared for everything.

The party sign off would be when someone has done the 1st & 2nd fix then a registered electrical contractor signing off the work. The NICEIC don’t allow this where as other bodies do. Don’t agree with 3rd party sign off personally as the potential for a dangerous installation is very high. Connections buried in wall, exposed connections under floors etc, and potentially still test out ok.

My understanding is that for those bodies which permit Third Party Verification it is a requirement of the scheme that inspection takes place throughout the job (and the design will be discussed with the 3rd Party Verifier). In other words, the 1st fix should be witnessed and therefore hidden joints etc. should not arise. That said, I'm quite happy with the prohibition on it by the NICEIC.

that cable at the double socket going up to the tv point socket looks more like 6243y as opposed to 6242y ??? or am i wrong .. coz when your using the jokari strippers your stripping 6243y ??

Quick question, how do you strip sheithing off of small low voltage multi conductor cabling without cutting into the inner wires insulation? Cause when working on my fire alarms and other various projects, i tend cutting off the first few inches just trying to strip off the cable without cutting into the inner wires

Bend the wire back on itself and gently push your knife into the outer insulation, repeat in the same place until the outer insulation pulls apart under the tension (before you actually damage the inner insulation). You will have to repeat on different sides of the cable.

I guess that third party would be anything that anyone else has done. However if you check it all and it comes back as a pass (Satisfactory) then I don't see the problem. Why would you pull perfectly good cables out to replace it with exactly the same? It doesn't make sense!

I don't know, but perhaps the 3rd party rule is effective at preventing a small contractor from expanding their business by employing a bunch of minimum wage apprentices on, say, a half dozen sites and then signing off their work?

I’m not an electrician. But as for as contractors go in general, I don’t believe we have that rule here in the states.

Yeah Tom we’ve been to a few jobs which have been started and not finished or client and tradesman disagreement. The work we see hasn’t been done to BS7671 either it’s a difficult position , the only thing we can do is an EICR to say either it’s up to standard or not . Although you can issue a certificate for what you have installed and specify those works and carry out an EICR for the rest. I would say the EICR has to be carried out as an initial inspection though so pricing it with that in mind . What’s the name of those wiring cutters it is a neater finish but as you say ....

Definition: "Third party. Noun. (plural third parties) Someone not directly involved in a transaction; an entity beyond the seller (first party) and customer (second party)." So, if you come in to replace a first party who has quit/disappeared (that is, you are directly hired by the second party) then you are the replacement first party. In your case, there is no third party involved at all.
