I worked with a woman whose son was murdered in Cleveland in 2017 while sitting in a car. She told me every time she called the police for an update on the case they pretty much said the same thing, which was they're still working on it. She understood that they had almost nothing to go on as far as motives or leads, but that they made her feel like she was bothering them every time she called. She didn't take it personally, but it was still hard and she felt like there was no closure for her and her family. Let's face it though; the detectives are very busy in the lovely city of Cleveland, for obvious reasons, and if no one is helping them with possible suspects or leads and there are NO leads and no witnesses, what are they really supposed to be able to do? Especially when everyone wanted them defunded four years ago. Really? What are they supposed to do if they are out of leads? My friend did tell me that about six months later, she got word from some people who knew her son that his killer of her son and his acquaintance (there was also another guy killed in the car with him) had been killed "on the streets" as they (friends of her son) just took justice into their own hands. They made sure that she was informed of this. Apparently, some people knew who had done it and wanted to handle it by themselves so they purposely didn't cooperate with the cops. Sometimes the police hit a dead end. I do hope this family gets the closure it needs.
The culture? The problem is that they were stripped of their natural culture and have adapted to a violent culture that had been practiced upon them and their ancestors for over 500 years. These are generations who don't know their rich culture of creativity, resourcefulness, and Spiritual Oneness with the Universe.
