No this is in Helen, Georgia! The event is called Sowo (which means Southern Worthersee) and it is in Helen because it looks like a alpine village.

Believe it or not this is actually a tool which has a very fine abrasive compound applied to its edge. When carefully, but firmly dragged across the surface of the windshield it creates a smoother top coat on the glass which in return lowers the drag coefficients and allows for a slightly higher top speed. I personally don't think they are worth the money, $49.99, but I am seriously considering one.
