Why wouldn't it be a good animation? Soviet Union was literally a KINGDOM of various animation styles and huge number of cartoons! Some are for todlers, kids, youth, teens with deep meaning.And also adult cartoons (some are psychodelic and some downright disturbing).
The author of the poem and the script, Sergei Mikhalkov, was an amazing person. he was able to write wonderful memorable poems for children (this is of course aimed at adults) and the anthems of the USSR and Russia

Сцена с повседневностью, а именно с полицейским показывает как влияет статус на исполнение полномочий. Он должен был арестовать его за предварение в общественном месте в ненадлежащем виде, но не сделал этого, ведь он богат. И к тому же показал, что он готов терпеть всё перед ним, даже его мочеиспусканием на него. Собака перестаёт узнавать других собак, что показыыает его отношение к простому Люду, он становится всё более безразличен к простакам. Когда он идёт в конгресс, показывается реальная ситуация, когда конгресс заполнен олигархами, меньшинством, решающий что делать с большинством, что противоречит идее демократии, власти большинства. Сейчас в Америке похожая ситуация, властью управляют меньшинста ЛГБТ, радикального феминизма и буржуи, решающие жизнь большинства - пролетариата.

Simply put, in a capitalist society the poor learn and are propagandized to deify the rich man as a King. They learn that they are less than him and aspire to be him even though they can’t. His wealth is told to be founded by merit, but is actually founded on manipulation, luck, trickery and exploitation.
I wouldn’t say that’s the case for every rich person. Example J.K Rowling the creator of Harry Potter books had an idea and made it big on that idea and capitalized on it, enriched by it. Whether you want to believe it or not billionaires like Jeff Bezos, Elon Musk, Bill Gates found an idea and capitalized on it, made whatever investments they needed to get where they are today. It’s very easy to have your idea that doesn’t gain much notoriety or not have the right networks or capital and be jealous of those who are more successful.

Т.н. "богатые" разные бывают. Есть богатые экономически, а есть богатые финансово. Капитал это несомненно ко второму. Денежная масса не с неба берётся. First off, the animation is fucking killer considering it's from the early 60s.
