In southern spain yo get tour tapas for free. I the north you get a more elaborated version called pintxos (pronounced pinchos), you have to pay for them, but there well worth the price.
The rule of thumb with tapas is that the southern you go the cheaper they get until they eventually become free. In the north you are lucky if you get some peanuts with your beer/wine but you can buy tapas or pinchos and are usually more elaborated. In the south it's common practice to give tapas for free. Although I wouldn't expect anything too fancy.

Elvis Pereira food you get for free with your drinks, it can be pretty much anything, you just get what the waiter wants to give you that restaurant has in a smaller (or not) version. But I think tapas don't exist everywhere in Spain, here in Madrid were I live they do and in Granada but I don't think they exist in the north
Spaniards, yes, ARE LATINOS; as frenchmen are, italians, portuguese, walon belgians, roumanians, etc. And we all speak latin languages (from roman latin) We are also of latin culture (Rome) What we are not is latin-AMERICAN. Latin-american is a wrong way to say Hispanic-american.
