In Spain, a part of the constitution is we, as Spanish citizens, have a right to a living quarters, which is honestly a joke because nothing is really done to ensure we have a living quarters, but one of the things this right we have does mean is that when you're renting a place, if for some reason you can't pay, they can't just kick you out. I think this is overall a good thing, especially when the apartments are put up for rent by massive companies who's livelihood doesn't depend on their tenant paying rent every month. I do think however, that for smaller landlords who's livelihood DOES indeed depend on the tenants paying rent, they should be subsidized when a tenant can't pay. This subsidy could come in the form of a government loan the tenant would have to then return when they do have the money, for example.
Squatters break into your home, change the locks and become the facto new "occupants" Police can't do anything about it. Wow! Really makes you think twice before spending one Euro buying property in Spain.
I remember when a farmer (in Wiltshire) went on holiday for 3 weeks. When he returned he found squatters had broken into his property. They told him he couldn't do anything because they were claiming squatters rights to which he replied, "is that right". He went away and returned with one of his shotguns and they soon buzzed off very quickly. 99.9% of the population agreed with him. This was decades ago. The next time he went on holiday he got someone to stay there while he was away.
Hop over the border to Portugal and you can smoke all the weed you want. If they legalized it in Spain they'd save themselves an awful lot of work. Free the weed.

In New York City, evictions for non-payment are a nightmare , it can take years as well. The laws started out with good intentions because of the actions of unscrupulous landlords but of course people learned how to take advantage. Shame! I was sad to give up my place but the peace of mind I now have...priceless.

You'll eat well in La Rioja. In case you are in Spain and want to buy a cheap wine even if you don't like wine very much, try the Diamante Rioja wine. It's a semi-sweet white wine easy to find in any supermarket for 4 euros or less. And piparras (chillies in vinegar, pickles, but are more sweet than hot. The supermarket Ahorramás sells the brand Sarasa from La Rioja, cheap and good. I made up the word "semi-sweet".
