It's meant to represent ideology the right, left and centrist. Which is what the joke was when he said "we'll go with the middle-ground...and execute them." Like, in theory, one head argues for leniency and the other for extremism and the middle head takes both points and comes up with a centrist response. But because the government is corrupt, and this court even more so, he doesn't do that at all. Often leaning even more extreeme.

Gum-gum Kane (bell) was the headbutt he used to finish Kurow in Syrup Village. I believe the move you're thinking of is Gum-gum Ougon (gold) Rifle which is the punch he used to finish Enel in Skypiea.
"Gum Gum Bell" is when he headbutt you. "there's gotta be some sort of ancient significance to this place" there are theories for sure, I'll be happy to see yours develop as we go!
3:34 Gomu Gomu No Bell is when Luffy extends his neck to wind up for a powerful headbutt, first used against Captain Kuro in way back in Syrup Village. The one with the golden ball (not bell) on his arm was Ougon Rifle ('Golden Rifle'). Obviously ALL of Luffy's attacks are made up at some point.

Gum Gum Bell is Luffy's headbutt move. I'm actually not sure he used it at all in Skypeia, but if he did, it wasn't the moment with the actual bell. But he doesn't use it a lot, so it's not surprising your mind went to the big "bell" related move instead. 😄 The march to the Judicial Tower is the first time I personally really started to feel the lag of the bad pacing. It's not too bad throughout if your binging the show, but you don't have that luxury so I'm glad you're doing two at a time. When those complaints come up I'm always like "yeah...we know..." but at the same time it's a totally legit critique so I promise not to complain too much and muck up your comments. (Ironic that I'm commenting this on an episode you actually say the pacing is good, haha! It just reminded me of my first time feelings for this part.)

There's actually one point that I do agree with Carson about.... the five elders really seem more concerned about maintaining balance and stability than consolidating more power. As he said, they never actually _agreed_ to using the weapon. When Spandam approached them about the blueprints, they simply told him to obtain the prints first before talking to them again. It's on Spandam for thinking they basically gave him their blessing to take control of a doomsday weapon..... but we knew he was a power hungry fool from the beginning, so no surprise there. 😅
Gum Gum Bell is an old classic move from Luffy. It was the finisher he used to defeat Kuro in the Syrup Village Arc. It's not something he just randomly made up.
I don't know which one is more impressive: Usopp creating a weather device by accident, or Nami turning something thats pretty much a blow dryer with three settings into a weapon of mass destruction.
Noticing the difference between the world government infrastructure and the town is actually kind of wild. I have to wonder if that’s purposeful. Not a spoiler because we don’t know anything for sure, but stop reading here anyway… Given what we now know/suspect about Enies Lobby, it might be the remnants of those who lived there before the ancient weapon destroyed the country
Spandam is the personification of unearned authority, he is setup as a counter point to luffy's earned leadership, while one is given power from the world government(cp9) and the marines(buster call), the other works for his own strenght first before being able to bring strong people under him, while one is leading the way forward, the other was safely scheming behind a desk, there are so many comparisons to be made just from the first time spandam was introduced until the end of the arc, this arc is entirely about luffy coming into his leadership
It was an animation error. Sogaking and ussop have similar build so the animators got confused and once tge episode was out it was to late to change it.
The reason I don't think Spandam would buster call water 7 is because that island isn't a threat. The strawhats are. The straw hats are now on enies lobby which is heavily defended an a navy defeat there is just unprecedented so i think spandam just feels too invincible to even consider using the buster call right now

I'm just now noticing the parallels between Spamdan wearing a mask to hide his nose, vs Franky's metal nose. Spamdan is just a punk who didn't really get that disfigured, compaired to Franky that had to completely rebuild himself back up. Spamdan makes a mockery of his battle scars while Franky wears his with pride.
I hate spandam SO MUCH, believe me after this Arc you will realize there's NO OTHER character in any media and anime that deserves hates more than Spandam Even if you hate how scum Danzo, after knowing Spandam you will feels nothing for others scummy bastards full of schemes like him in any media, this man can pumping all of hatred fuel in your body,
danzo at least actually beleived he was doing what was best even if it was coloured by his petty bullshit rivalry with a dead man, Spandam meanwhile doesn't actually beleive ANYTHING he says, he's JUST using jsutice to cover the fact he's doing all this for himself and noone else.
