I’m pretty sure a player does not gain bounty from a person who quit and got penalised, the penalised player only looses bounty and that’s it

You have either have to kill someone in the same server or switch servers for to the bounty to show up but u do get bounty from penalised people, otherwise it would be so dumb, just leave server each time u gonna lose
