In my honest opinion that overtone gives it a tad more emotion and makes it a tad more unique than just your average coockie monster vocals, but I can also see why some dislike it, so yeah
personally i think you're right that he can't control the over tone. I think it's purely straight aggression, if you watch them live he legit looks like he wants everyone dead in the room and I love the sound
