4 years late but for anyone wondering yes you can, its called the Dorsalis Pedis Artery which you can locate at the top of the foot. :)

it shouldn't really matter what part you tie first, situations might obviously very depending on the injuries and a million other factors but as long as the splint is secured it should be fine.
