Spring clean up is far better than fall, but the reasons for doing it should be based on management goals, not an arbitrary number. What are your goals and reasons for cutting down plant material? It's a good idea to cut your perennials back after the seeds are spent, but leave several inches of stem so the small carpenter bees and other tiny native bees can get in there. They can't get into a stem that isn't cut. You'll see them use them all season. Then just leave them up to decay naturally and fall out of use.

Leave 12" and cut back in spring. Some species I leave 18-24" if they are taller. Prime nesting natives for me are: Zizia aurea, Monarda fistulosa, Echinacea purpurea, Eutrochium purpureum, Coreopsis tripteris.
