Dear brother, Moharram is not a festival, and it is not celebrated. It is observed as a sad event when Imam Husain, the grandson of Prophet was killed mercilessly by the ruler. It is called observing of Moharram.

The ban was done by previous governments includes Abdullahs, Gandhis in centre and Muftis for so many years , decades in power before 2014 , now its Modi government who has uplifted the ban.
