Flipkart came way before amazon even thought of India as a market but India’s policy are so friendly towards Indian companies that it’s now owned by Walmart :)
It not about policy. It's more about keeping the consumer interested with the financial capacity to back it up. Amazon and Walmart just have a ton of resources at their disposal.
