As a former St. Clair County resident, has the county always tested on the first Monday? I grew up in Riley Township and I know for a fact I remember hearing the 2001 at the township park go off every Saturday as opposed to the first Monday
I don't think so. I believe each municipality controlled and tested their own sirens at different times. It wasn't until the 2021 upgrade that a true "county" system was established, and with it, a standard test time.
