The contractors are not the only one responsible. Remember, they would have being following the blueprint from CHEC Engineers. Also, I do not see this problem with the Constant Spring Road as yet. Guess CHEC was trying to short change ST Thomas. Mr Stephen Shaw and Company from NWA should also be sanction because this happens under his watch.

Please do not kill the messenger. Stephen Shaw is the Communication Manager at the NWA, therefore, his job is to convey to the public what the technocrats give him to say. He is not responsible for the failures of the road work done.

I believe this poor road construction is common throughout the Caribbean 😢 we need to do better. We need to stop wasting taxpayers money 😢

The sub-contractor should be held responsible. They are the one that should be doing the repairs. Seems like they just took the money and disappear, what a big disgrace.

The matter was investigated. CHEC was found responsible/accountable. That's why they agreed to do the repairs for free. People don't normally repair things for free unless it can be proven to be their fault or responsibility.

​@@stanatall9373CHEC took ownership as it was within the guarantee period. The subcontractor used substandard material to lay the foundation of the roadway

@@royanwilliams2745 CHEC is the main contractor. The sub contractors follow instructions from CHEC. Therefore, CHEC could have told the sub contractor the material is fine to use as they do their own lab testing.

Waste a money again the civil engineer need to realize that part a the main road is sitting on a water table known as yallahs pond. You have to dig it up n put gravel from the yallahs river then roll in the marl. The gravel is like a weep hole to the road structure. Base on what they are doing when the trucks from Morant carrying the aggregate into Kgn reach Phamfret it will damage the lane going to Kgn same way. Marl alone is a waste of money n time. Just like how steel in a building allow it to sway in a earthquake, gravel n stone in road construction base do the same to protect the structure.

​@@ephillipsja Absolutely not! CHEC failed in this case, and appears to have no engineering solutions for Cotton Tree. People are suffering in that community. Best thing to do is train our own people to do the work properly, and have a robust quality control system in place where Inspectors do the job they are getting paid to do.

Article from Jamaica Observer May 13, 2023 CHIEF executive officer of the National Works Agency (NWA) EG Hunter has sought to clarify recent reports that China Harbour Engineering (CHEC) is taking over some of the projects on the Southern Coastal Highway Improvement Project (SCHIP), pointing out that the Government’s contract is with the company, not subcontractors. "Anytime a main contractor engages a subcontractor, the contract is specific that the main contractor is, and at all times remains, responsible for the actions of the subcontractor. In fact, the main contractor gets a markup on what the subcontractor gets, and that markup is to make sure that the subcontractor delivers,” He said a lot has been made of CHEC intervening and taking over some aspects of the work but it is the main contractor which the NWA and the Government - as the owner of the contract - hold accountable, not the subcontractors. “We can’t intervene in the relationship between the main contractor and the subcontractor because the Government doesn’t have a contract with the subcontractors,”

CHEC failed in their obligations in this case. How could their engineers and technical experts not notice defects in materials on a road 1.6 kilometers long.

No doubt about it; the NWA, if they had their eyes on the ball, should've detected the potential surfacing of the problem at hand. But based on the explanation so far given by NWA, it remains likely that the problem could reappear, when management process does exists which can prevent a likelihood of this type of problem arising. Secondly, the argument that repairs to the affected road surface will be done at no cost to Jamaican taxpayers is very weak. Nothing is free; the recovery of any cost will always have to be taken up. And because CHEC is in contract with the government, they can always find a way, unnoticed by the public, to recover their cost. Thirdly, going forward, the government needs to insists that the NWA reviews its knowledge and application of quality control procedures, which can be made to be more proactive. Fourthly, had the work originally been done in its entirety by CHEC, the problem might not have arisen, because they appear to be more adept with the application of modern management practices. The sooner we learn to get with the program, the better.

In this case, Chec was actually getting paid to manage the sub contractors. Chec FAILED to do their duty, or intentionally set-up the sub contractor. Not everyone fell for it. That's why Chec has to do the rework at no cost.
