This piece addresses how corruption, incompetence, and stupidity often rise to the highest levels of Corporate America. Not all CEOs are incompetent, but this song isn't about the capable ones. It's for the inept ones. It's about how perfectly content they are to cheat you out of your money and then waste it on foolish pet projects. It's about how they, like snake-oil salesmen of old, promise the moon and never deliver. And it's about how some people actually believe their nonsense and sign on to be sycophantic admirers.
It may be hyperbolic but I imagine them being deliriously happy about the whole situation, hence the upbeat tone of the music. The song is written from their perspective.
