I think that's probably the case with stuff like the manned gun on the super-hind, and maybe even the more proper mechs, but Exos, based on the name at least, seem to be intended to be more like really heavy power armor than a full mech. Also I think it makes sense from a worldbuilding perspective to have both specialized mechs with dedicated surgically modified pilots and cheaper mechs that anyone can drive.

You'd probably expect that more on the Eurasian armies. The Europan ones are relatively low-tech (no cyborgs, no biotech, etc.)
