Is tweak worth the money?

Just so everyone is aware, rally joiners skills no longer impact the rally. Also, the new combat system has made riders and hunters much less significant. Lots of infantry with high infantry stats will win against riders and hunters. Currently looking at 60-10-30 formations as optimal.

Should I spent frags on Tyler from tier 4 or foxy from tier 5?
