In STAAD, it is not possible to create a castellated/cellular section using user table or section wizard. Only way is to add the section directly in the database under castellated beam table. It depends on several factors including unsupported span, support condition, applied load. Better to model it separately and compare the MTO to get an idea which is more economic.

This section in not available in the standard database, so either you can use the define tube option available under standard tube section database to define the custom dimensions. If you use this section frequently, then you can customize the standard database and add this section.
