I'm sure Windows 3.1 can handle mp3 or even aac+, just not with default player.

it did handle mp3 but i gave it too weak cpu for mp3 player to work without being laggy

Would it be possible to share the audio file? I'd like to do this as an experiment of my own, and play this within NT 4.0, as I have a PCI Audio card that I want to play around with, and do have the correct drivers for.
