Dublin was waiting uneasily for Hurricane Ophelia on Monday, Oct 16th, 2017. In the almost-deserted city centre at 6pm that day, there was an odd stillness. Wind whistled through the capital's streets and across its river. Workers had stayed at home. Shops and bars were shut. There was almost no traffic. Fortunately, the inevitable catastrophe did not strike most of the city centre. And the hurricane was demoted to a storm.
