For those who are unaware, waterspouts are fairly common in lake effect snow bands, or snow events over large bodies of water. Because they are non-supercell tornadoes, they don't require nearly as much to form and sustain. Waterspouts form simply due to ample low-level instability being able to stretch any surface vorticity to the cloud base. In less meteorological terms, warm air likes to rise, and this rising warm air from the lake will sometimes bring any swirling air at the surface up with it. Occasionally this swirling air will connect with the cloud base above it, forming a waterspout. The air at the surface of the lake rises because its much warmer than the air aloft, even if the water temps are below 40° F. The air on the lake will rise as long as the air above it is cooler, and lake effect snow is particularly effective at this because of how unbelievably cool it can be aloft. You can have temperatures in the negatives moving over water that isn't even at the freezing point, and rapidly stretch any surface vorticity resulting in dozens of waterspouts. Wow, and I thought the tornado warning we had in mid-December of 2021, along with 70 degree temperatures was strange. This is certainly ten fold stranger!
