Shadow's high importance index just shows that he is very important for the world to actually come to a sense. High importance index shows that his will is so strong that the world bends to his will. This is proven in chapter 7.1 and 7.2 when the descendant (hero) time travels to the past where he first fights with the real itu to stop him from giving shadow the prototype. But when the descendant does that, kibo instead gives it to shadow. Then he time travel the second time, to beat kibo this time. But when descendant beats kibo, queen iolanda instead gives the prototype to shadow. Then the descendant time travels the 3rd time, and this time he fights with queen iolanda but when he beats, its again the real itu giving shadow the prototype, so it all came to the real itu again. No matter whoever you beat to stop them from giving prototype to shadow, shadow at last always gets what he wants, which is the prototype. This shows his high importance index, his will is so strong that the world bend's to his will, and at the end of the day, he gets what he wants, which is the prototype. Even in the case of performing cleansing, shadow might have lost the battle against descendant, althougu due to his historical importance index, he gets what he wants, which is the destruction of the world. Moira ends up betraying the descendant. Historical importance index allows the person to bend the world to their will by changing the course of history, and this happens because one person has caused so much significance and impact to the world, they have influenced the people so much that the world will bend to shadow's will (in this case), determining by the one who's will power remains the strongest as people know about shadow's impact and influence that he has caused within the world. And stranger surpasses his historical importance index. When stranger travels through worlds and time half a billion times and creates a half a billion copies of himself which have consciousness of their own, which fight and make stranger surpass shadow, and boosting his historical importance index way above shadow's. This means that stranger's will power is now the strongest in the entire verse. Everything goes according to his plan. Although stranger was never affected by shadow's historical importance index, he was simply beyond time, existed as a probability of existence, even inside the void when the world had been destroyed and everyone had died. He alone managed to bypass it and go above and beyond, surpassing shadow and his historical importance index. His will power made his historical importance so high that he simply wished shadow to not exist...and shadow did not exist. Let alone a fight. That's how strong stranger's will power was. He bent the entire world before his historical importance index. Even opened the gates, and destroyed and wiped out the entire world, and no one could stop him...and despite that, he still lives. Stranger is still alive and got what he wanted, due to his will power being so strong. Idk why you guys even use the word "prime shadow" honestly. Like the "underworld shadow" bs. Shadow is shadow, and developers have provided in game statements to use for real scaling of shadow. Even though shadow was only stated to grow stronger. Historical importance index is all that shadow needs to win. As for the sf2 shadow, he didn't have any historical importance index. Architect is completely irrelevant to the underworld storyline, architect is a special event boss and has no connection to whatever is happening in the underworld. Does architect being in underworld automatically mean halloween/day of the dead has any connection to what's happening in the underworld? Does elfs being in automatically mean that christmas or jesus has any connection to what's happening in the underworld? Does ravana or rakshasa coming into the underworld mean that hinduism has connection to what's happening in underworld? Same is said for the rest special event bosses like Morgana, countess, banshee, etc. None of them are related to the underworld storyline itself and has no connection. I know he didnt use armours and weapons although that hax itself is stronger than any weapon. And to think that only his descendant could defeat him in a fight and no one else. It's invalid to say how the word "prime" even comes from. In-game statements are developer's statements which cannot be denied. As for scalings and feats, that's more of fan-made and if the developer's confirmation states something, that becomes official. Reality is always > Fiction. I hope that helped understand.
