I've been saying this for a year now, also why I still haven't gotten my Chun to Master yet so I can FINALLY start learning someone else. Her damage requires too many resources or extra inputs where a bunch of other characters can do the same/more damage with fewer inputs/drive meter used. But people keep saying she's a "top 3 character," but if that'd the case, why is she one of the rarest characters online?

Chun is a charge character, and especially playing against Zangief in this game you gotta be super defensive unless you want to lose 30-40% life over and over again
