Probably not. I don’t use mods personally but I’ve seen tons of vids where the entire cast of SF6 are half naked and yet the guy who still uploads those vids hasn’t got his account banned.
Nope, client sided mods only affect you in a non advantageous way, hence the name. They're in a gray area of modding, meaning Capcom doesn't condone it but they'll turn a blind eye so go wild!
