Differential support means masonry is supported by different materials or conditions in the same plane. For example, masonry veneer over an opening might be supported by an angle, while the masonry veneer next to the opening is supported by the foundation. This is differential support.
Great question- horizontal joint reinforcement should stop and the control joint, and in many conditions, I would stop horizontal bond beam reinforcement at the joint as well.
