No no no. This was all part of Billy's plan. I believe that Billy never intended to let Stu live. His plan was to kill Stu and be the sole surviour. He's not stupid to let Stu off alive, given how Stu is tactless and would probably blab their secret at some point. Since Stu is also an intended victim, why wait to stab him ? Stu is just Stupid with a capital S and just laps up whatever Billy tells him. So when Billy tells him "I stab you first", Stu agrees.

He could have definitively killed him during that kitchen scene, aiming for his heart, neck etc but he doesn't. He avoids the major organs and keeps his cuts shallow until he loses his shit at Sidney blaming the movies.

I don't buy the theory of them being lovers that much. The only way something like that could work out is if maybe Stu was "confused" and might have maybe liked Billy as more than a friend. Maybe Billy sensed it or knew it and toyed with Stu's emotions maybe even convincing Stu to kill Casey (yes i know she left Stu for Steve but what if Casey left Stu also because of his toxic friendship with Billy) by making promises (false promises). It's also possible Billy was the one to kill Casey because of his choking and knife to the air before stabbing (he does that when he tried to kill Sidney). Also ironic Billy kills Tatum. It was obvious Billy manipulated Stu and Stu was already unhinged. Again I don't buy them being lovers but Billy to me is someone that could probably get a good read on people and manipulate them from what he notices of them.... After all he sort of got trained by Roman.
