It's not, in addition to stapling the economy it is also heavily present in our culture. I mean, how else does the disease of addiction spread anyway? Typically one of two ways: curiosity or peer pressure. The former will always exist, the only thing we can try to do is encourage that particular delve in later life (when one reaches their 80's or 90's).

He doesn’t have a good point. Street drugs aren’t taxed so they don’t prop up the economy. Addictions spread through drug deals. I am however a proponent of a free choice for every mentally stable adult.

It's a kid that's disillusioned to the anti drug campaigns and realizes humans will always be looking for some sort of fix to get high- whether it be exercise, drugs, war, power, whatever. He recognizes the good that drugs do for the economy - hell if the government decriminalized drug use and put a tax on it they'd make so much money, just look at alcohol and how much money it makes them even before it's sold in some cases. It's a sad reality and if a kid recognizes that truth about humanity, they deserve a lot of passes on things because that's the kind of person that makes it far in this world- exploiting various addictions. Look at Amazon and how they exploit an addiction to convenience for example, or the fact that some people will always pick up smoking, especially if they're in military service or shit jobs, or any number of other addictions. And honestly if you're old enough to fight for your country, you're old enough to decide what goes into your body. Fuck anyone who says otherwise because they have no respect for those who came before that have fought and died for the freedoms we enjoy today. This is why wise and passionate teachers are important. They need to be articulate enough to exchange ideas with their curious/confused students. Who knows, maybe a teacher could also learn from the student. In this case, a proper explanation of norms and consequences surrounding drugs would be helpful.
No, it aint be enough cuz they focus on the problem and the emergency of saying to people an idea and questionate it. What needs to be done it has to be the opposite, actually show up what the drugs are and cause so they could clear they perspective of them, thats why in mexico they have pictures of cancer on cigarretes and they give for free condoms at the hospitals, it is not to fight against drugs, it is to not to make it look the way they see it so they can understand the true consequences of it. In my generation they teached me about saving water and they showed me pics of how misserable could be life without it, ¿why not to do it with drugs?.....
That situation is tricky because the boy's reasoning is formally acceptable from the logical standpoint, however, as a child he lacks education, experience and understanding of the real world that would have allowed him to really see the big picture and understand obvious counter-arguments. He is not familiar with the concept of politics, corruption, bribery, violence, blackmail, organized crime, it's financial and psychological implications, etc. He is merely entertaining abstract concepts with the rules of formal logic.
