Lockheed proposed it, but the USAF wanted it, Navy did not & where still pissed about only 1 engine & the USMC already had STOVL & adding thrust vectoring complicated the design further, so the DoD said No in the end, because they wanted them all to be as close to 1 platform as possible, even though it still didn't turn out that way. The USAF is the only 1 that has an internal gun, the B & C both need a gun pod. The C's wings are wider & shorter due to having to fold for carrier use & the need to generate more lift. The B (as you know) has a unique engine & airframe design. So the "Joint" Strike Fighter is actually 3 nearly completely different aircraft. Even the software is different on each model. That's why the delays & cost overruns. It turned out to be a lot more complex than originally believed. The really interesting part is the B (USMC) variant is the most complex, but it's the C (Navy) variant that has been the biggest challenge. That's why the C is still not IOC yet, even though the A & B are already deployed. Another fun fact Lockheed's new "Super Raptor" proposal calls for taking the F-22's airframe, updating the design with all that's been learned from the F-22 & F-35 to further improve the F-22's all aspect stealth design. Integrate all the latest tech from the F-35 (sensors, radar, EW, etc), use the next generation (think F-35 2.0) stealth composite material for the skin, then the newly formulated stealth coating that was just completed for use on the current F-22's, intstead of the F-22's (2) F-119 engines, they want to use (2) of the upgraded version of F-135 engines & keep the 2-D thrust vectoring just improve the design. So far DoD isn't really interested, because they want to finish deploying the F-35s & not divert $ and/or resources away until it's complete. Which makes sense considering how much has already been invested in the program. They are NOT going to let another F-22 situation happen where they end up with less than 1/2 of what they needed. Former Secretary of Defense Robert Gates, along with Hussein had the brilliant idea to cancel the F-22 at 187 (of which only 162 are combat capable) because they didn't think the threat from Russia and/or China warranted full production. The USAF told them their bare minimum requirement was 400, but they needed closer to 600. But they got 187. So Congress & DoD vowed never to let that happen again. They did a cost estimate to restart F-22 production & just to get the line back to production was over $10 Billion & the cost per plane to produce 200-300 more was going to be nearly $200 + Million per plane. The reason was, hardly any of the tooling still exists, the lines would have to be built in new factories, because the old lines are making F-35s now & the F-22 was designed using 90s tech so it has to be updated, which throws off the weight etc, so they would basically be starting over. Me personally, I think they should take the Super Raptor proposal & team up with Northrop & combine it with an updated YF-23 & have a 3-way hybrid (F-22, F-35 & YF-23) that aircraft would be unstoppable & completely invisible to detection. The YF-23 was less detectable than the F-22 as it was back then.
