4:08 example has an explanation. If you use "are playing" it will be in the past continuous form and thus requires another another set of phrase that relates to the previous action. Example: In the province, the children are playing while their parents are preparing their meals. While the correct answer "plays" shows a simple present form and is appropriate for this sentence. It's not about the words being short or being long. English grammar has rules or exceptions to it.
