So this is actually what the zombie looks like when they just got infected. It looks very similar to the zombie from the first movie. The premise of this particular scene is to show the first outbreak in racoon city. So the zombie looks fresher and more human like.

It's a deconstruction of Zack Snyder's 2004 Dawn of the Dead, focusing on the artifice of zombie outbreak scenes in movies. Resident Evil: Retribution is a film about zombie films, about the RE franchise, about reboots and copies and our emotional attachment to them. None of this is real. All those people are clones acting out a scenario, but in a larger meta sense they're all actors pretending to be zombies and survivors.
