They would have to dig fifteen meters under the water. That backhoe will never reach deep enough or get close enough. Best bet, find an oil drilling crew, horizontal drill to the bow and flush it all out with water pressure. They'll try floating it out first by off loading the fuel. Offloading the cargo would be difficult without a dock and the massive cranes at the dock plus offloading the cargo could break the ship in half as well as take months if all you have are jury rigged cranes on barges. Maybe lining the hull with those floatation bags used to refloat ships might be done. Setting up some dredging equipment on land might work as you may have more leverage to reach under the bow if you don't need to get a dredging ship over the bow. Then there's project plowshare where nukes were proposed to dig and widen canals, a single nuke would solve the problem and rather quickly, a bit messy though and do you want to carry a nuke through that part of the world..

Really should look into widening the thing since it was designed for much smaller ships (Panama Canal had to build a second wider canal to accommodate bigger ships.)

Something like that happened with a barge entering Goole harbour from the Aire and Calder canal in the mid 1970s. Driver was aiming for a tributary to the left but hit the bank instead, the engine conked and the flow brought him right across the canal to smash the stern in the opposite bank. He was drunk. How do I know? Well our holiday narrow boat was moored just where he smashed into the bank, and we got back just in time to move it! A tug had to come out and move him. Apparently a common occurence in those days, or so we were told by a man on a bike ;-)
