Games that might not exactly fit the live service definition but are long lasting have one and the most important thing in common. Dedicated player base. Models to monetize might be different (like paid expansions, new maps and challenges, yearly passes with different content grouped under one umbrella) but without dedicated player base who see the value in giving the publisher/developer more money such games will just die. One might argue that game like ETS2 is not live service, but with the upgrades, updates and new content (part of the map) allowed this game to be alive for more than a decade.
This game is not for me. I tried the closed alpha way back then. I think the game looks great and plays great, it's fast and chaotic. Shooting and traversing feel great, and story cutscnes are entertaining. But I'm just not into shooters very much. I might pick it up down the line for a price drop.
