1. For Factors:
a- Public Opinion (surveyed from different place)
1=very negative
2=negative
3 =indifferent
4=positive
5=very positive
b- Site must be near Electricity line
c- Site must be the place where wind flow is maximum

Sorry for late sir. May be its in geographic coordinate system whose unit is in degree. Please project your shape file (Polygon, line or point) or raster to the coordinate system whose Linear Unit: Meter or feet. Then you can able to measure it in km or feet. for example: www.ahasanulhoque.com/752-2/

you can simply use merge tool under geoprocessing section to merge two road polygons.

No , In many case, you can use vector file too. But in this analysis i am using weighted overlay analysis that requires raster file.
