Harvey forgave Donna for leaving him. I think the injustice he tells Louis about and wants to correct has to do with Donna's salary. He draws an analogy between Esther's divorce after 12 years of marriage and Dona's departure after 12 years. When Esther's husband talks about what he did in their marriage and how he created all the conditions for Esther to take care of business development, Harvey sees Donna and realizes all her support and help in developing her career and achieving her goals its. And for that he thanks her.
