It's possible to get a fine (or most likely a warning) for the jumping at the end of this vid, but we've been doing it for 5 years now and all the Army Corps do is smile and wave. They are looking to bust drunk hippies and hicks jumping from too high for their own good, if they see you are an experienced climber they don't care.
