It looks like he got out of sync in his own head. He was supposed to be heading to the top to the flag to end the race before going back down to open the cannon, but he seemed like he was going up the way you do after opening the cannon to get koopa to jump over a few extra boulders. He was on the first climb but thought he was on the second, so the timer for the race still going threw him.

So can someone explain me what the problem was that liam had with the koopa race? How could he wonder why the time is still running?

Usually you finish the race, go back to open the cannon, and then do all the weird movement he was doing to help manipulate koopa rng. but he forgot to actually finish the race and just skipped straight to the second part.
