Crit rate should be anyway boosted from collectibles and from survivor levels, so its always high without any condition, like being low HP, it makes wonders. SS outperforms void neck with proper collectibles at af2/2 but when af3/4 its damage will go through the roof on proper crit rate. I currently play with eternal neck and gloves, my base crit is a bit over 80% and can do 45 medals on adept with just 160k attack, thats the power of high crit rate
